County gets $1.8M for federal lands in lieu of taxes

Even with an allocation of more than $1.8 million in payment in lieu of taxes from the Department of the Interior on Monday, Imperial County could still use more funding, county officials said.

"We're only getting about 75 percent of funding," Supervisor Wally Leimgruber said Monday. "We would advance the argument that services we are providing are usually pretty important and perhaps we could have more bodies in place (for public safety)."

The PILT funding is a federal allocation that's distributed annually to local governments that help offset losses in property taxes due to nontaxable federal lands within local boundaries.

Locally, there are more than 1.2 million acres of land considered nontaxable. Supervisor Gary Wyatt said those lands are those governed by the Bureau of Land Management and some that are owned and managed by the United States Navy.

The funding, locally, goes into the county's general fund and Leimgruber said it typically is used for public safety and road improvements.

California received more than $20.6 million in PILT funding for 2008, a slight drop from the $21 million received in 2007.

In the state, only Riverside County ($1.883 million) received more than Imperial County ($1.801 million) in PILT funding.

Leimgruber said Imperial County has typically lobbied for about $2.5 million.

He also said the federal government has never fully funded any county for PILT funding.

Wyatt said Imperial County lobbyists work on PILT issues and PILT funding regularly.

"You never know for sure how much we're going to get," he said. "But, you take what you get."
