Supes oppose Powerlink

The county Board of Supervisors opposed the construction of a proposed power line from San Diego to the Valley on Tuesday because of the project’s possible indirect effects on the Valley’s health.

The board voted 4-0 to oppose the Sunrise Powerlink being brought forth by San Diego Gas & Electric, with Supervisor Wally Leimgruber absent.

A major concern of the board was the idea that the line may be used to import power from Mexicali, and thus influence more companies to build plants across the border, Supervisor Joe Maruca said.

He said plants across the border are not subject to the emissions restrictions of the United States and are not required to offset pollution.

“(Sunrise) is a conduit for more Mexican power plants (to arrive),” he said.

As previously reported, Sunrise Powerlink calls for a massive 500-kilovolt power line that would extend from San Diego and connect with a 500-kilovolt line the Imperial Irrigation District would build as part of IID’s proposed Green Path energy project.

However, concerns about the possible importation of Mexicali power driving new plants into Mexico have caused unease for the county.

“The (Mexico) plants have involved the best available control technology, but if built on this side, they would be required to provide offsets,” said Steve Birdsall, county Air Pollution Control District officer.

SDG&E officials have previously stated that the line is not aimed at getting power from Mexico but an attempt at drawing in some of the renewable energy sources that are proposed for the Valley.

Air pollution has been a prime concern for the county for the last several years, and the county also is involved in a lawsuit against El Centro for an upcoming retail facility that it feels won’t be up to standard.
